When asked about Neil’s release and plan to live in Vancouver, the VPD’s Const.Jason Doucette directed all queries to the Parole Board but said: “The VPD will continue to work closely with Corrections Canada to monitor offenders being released into Vancouver.” Neil has a criminal history, including abduction of a minor, indecent act committed on a minor and accessing and possessing child pornography. Supreme Court sentenced Neil to 5½ years in prison last June for sexual offences against the Cambodian boys as well as accessing and possessing child pornography. Corrections spokesperson Cindy Rose said public safety is a top priority. Neil is subject to an intensive level of monitoring and supervision in the community.Authorities launched an investigation into a report of human trafficking in May, and the two suspects were allegedly identified as the ones involved with the juvenile.According to Vermont state law, a human trafficking charge is defined as follows: No person shall knowingly recruit, entice, harbor, transport, provide, or obtain by any means a person under the age of 18 for the purpose of having the person engage in a commercial sex act.The decision was announced in a release from Ingham County Prosecuting Attorney Carol Siemon's office late Monday, which said charges have been authorized. The authorization means police can now obtain arrest warrants from a judge or magistrate. He was arrested in Thailand in 2007 and spent five years in a Thai prison for sexual offences committed against two boys before being deported to Canada. 2004: German police find more than 200 online images of a Caucasian man sexually abusing young boys. This combo picture made of two undated images released by Interpol in October 2007 shows a man who it said had posted pictures on the Internet of himself raping young boys, with the original image digitally ‘swirled’ to disguise his face as it was posted on the web and the photo after a special crimes unit in Germany managed to produce. He is called Swirl Face because his face has been digitally obscured. 11, 2007: Interpol posts unscrambled photo of suspect on their website.

-- Two Staten Island men were busted for allegedly sexually assaulting a juvenile in Vermont, authorities said.

During the hearing, the defendant was informed of his legal rights and consented to extradition.

Magistrate Khamisi Tokunbo granted an extradition order drawn up by prosecutors and the mans defence lawyer that will result in him being returned home in the next few days.

A statement released by the US Department of Justice at the time said the defendant was a passenger on the ship travelling from Boston to Bermuda and that the alleged assault happened while the vessel was berthed.

The child then reported the incident to ship security officers, who called in the Bermuda authorities.
